Silver proof coins

Cost and I believe legallity. The laws state that coinage of silver in sets have to be 90%. ASE's aren't technically coins so they can be close to pure.
 

With all the glamour of the ASE .999 fine coins, how come the silver proof coins .10, .25, $.50 are not made of the same .999 fine material as the ASE?

Alloyed coins are more durable than pure silver coins. Remember, coins were made to be used, not hoarded.
