Catholics have Sterling shakers for holy water. I have seen them inscribed. Maybe a salt shaker but also maybe a holy water container. It is another possibility.

I see nothing like yours in google images however, I saw one that was found outside a church that looked like it.

Their mark is shown here: American Silver Marks L2 - Online Encyclopedia of Silver Marks, Hallmarks & Makers' Marks (down a bit on the right side)
So, this would be from the 1930's-50's, and note they mention that their pieces were often weighted, so the whole weight of it isn't silver (not that it sells for much currently), but some wax or cement used to give it a more substantial feel to it.
