Gorham did a lot of things like this on Glass, pottery and other materials. Is it marked? Could be Austrian too.

A quick Google image search came titled something completely different , so at the verbiage description I deleted it and supplanted it with "silver on glass bottle" with the original image showing..... came up with this. Just posting the first.

I found a bunch one time they were shot glasses that had that Sterling trim. Very nice!
 

From what I was able to find it appears to be a Steuben decanter from the early 1900's. Was in a box that I paid $10 for that also included other sterling pieces.
