Small brass four hole button

I found this 12mm button at a civil war camp site. It was at a spot where I found a spill of Union bullets and percussion caps and it was at a similar depth. I have been told it is an underwear button. What I would like to know are the chances that it is from the civil war. Notice the scrolling patterns on the back.

I would guess CW era underwear button. Could also be a shoe button...
