Not sure if this is from a peice of jewelry or a toy. Looks like a pocket watch (3/4" diameter). Does anyone have any idea what this is from?

I would guess it was part of a charm bracelet - possibly a pendant on a chain. I'm curious if that specific time designation has a particular meaning or references a specific event?
