My first thought is some sort of old resister, but not sure could be a flag pole final adapter

Possibly a plate pillar or some part to an old clock movement.

I think tamrock is on the right track. It does look like a pillar or spacer of sorts.

Looks a little like a GM car battery adapter.

It's a, "stand off"
