Small metal tub? Ink well/pen holder ?

I got this item from my father-in-laws garage years ago, not sure what it is, maybe for ink wells and pens? I could not identify the makings on the bottom also, the bottom has 3 hearts in a row on it. The first heart has a capitol P, second an 8c, third a capitol B in it. It says MADE IN USA above the row of hearts, above that I can only make out the last letters of something N S. I am curious of what it is, the approx. age and what the markings indicate. Thanks in advance any information on the item. It's about 7” long and 2 ¼ “ wide, the handles and balled feet are soldered on.

The hallmark is from Paye & Baker Manufacturing Co., North Attleboro, Mass, active 1901 – 1960s.
