I would have guessed a ladies chatelaine knife. A chatelaine (if you aren't familiar with them) is kind of like a Victorian ladies tool belt, from which handy stuff hung from chains like this.

For a gentleman to trim the end of his cigar? They had kind of a fancy little knife for that purpose. Victorian is my guess on the date.

1890's ?? could have attached to a watch fob. trim cigars, clean pipe bowl, cut finger nails. I'm going with an accessory for the Victorian man. Would expect more floral, song birds or more Victorian lady like designs on it if made for the women. Has a spot in the center to be monogrammed if desired.

If I'm seeing the ruler correctly, is it 1 1/2 inches long? Also, how long is the chain? The size could determine whether it is for a Victorian man or woman.

The chain is 4 1/2 inches long and the knife is just a little over 1 1/2 inches

Since the chain is short, I'm thinking it could have gone on a Victorian Lady's Chatelaine as Benz suggested. Most of the men's watch fob knives were on longer chains so it could stretch from vest pocket to vest pocket or from belt loop to watch pocket . . .BUT the style of it is more masculine than feminine.
I don't think it really matters how or what or to whom it was attached; either way, it's a Victorian personal knife and a neat find!
