Small toy shield/badge with star, lightning bolts

I found this at a lot that once had a grade school, 1910-late 1950s. I know it's a toy badge but has no lettering... would love to know whether it was a radio promo, cereal prize or what. The star has small lightning bolts around it.

Maybe... pretty small though and looks like a pin was attached to the back, no rivet holes
