Some kind of hook or strap tie-down? 4/8/2010

Found this in a field that produced a early 1800s flat button last week, not far away. Very little trash in this field, but this appears to be "newer" to my untrained eye. It's made out of a grey metal, non-metallic, has casting marks, and no other markings that I can see. It had some very weak threads on the smaller loop, that disintegrated when I examined them. Any ideas?
