Some kind of metal or coin? Looks like coronet head?

Looking to buy this from a friend but I am stumped to as what it is? Anyone have any ideas it's really thin and the size of a nickel or quarter. Maybe the front side of a button that was iron backed which is now gone. 13 stars and she is wearing a crown I thought was weird, lady liberty?

not a coin. just a decoration for a sash belt. very commonly seen on 'belly dancer' belts. as far as buying it from your friend, it's not worth anything
