this really looks like the parts of a home made plumb bob to me. I have seen hundreds and they all have two things in common their is a opening on the top so a string can hold it and a point on the other end. it looks like you are missing the point that goes to the ground.

Interesting guess, If used as a plum-bob why would it need to come apart and be reassembled in reverse?

It looks like a counter sink for a drill. Or a chuck for a hand drill like the one pictured... Idk..Chang my mind every time I look.

I think you are in the right ballpark. The fact that its brass for water. Also looks like by fipping the cap part over you can change it from male to female. I'm picturing this sticking out of the side of a fire truck.

Ahhh..it could....quickly change from the working end to a threaded coupling to connect more hose while still acting as a reducer to increase or..maintain water velocity.

Doubtful it was used for any liquids because I don' t see where any seal would work. I don't think it would be a drill chuck being made of brass would be too soft...still thinking....

Any residue or tarnish? It looks like it
Could be an old coupling or something for air or gas systems. Could be reversible for flow adjustment. It's cool

That's what I'm thinking too. There were probably more parts that are now gone. If the piece that went through the swivel end was stationary, by turning the knurled disc, it would move back and forth like a pressure or volume control, still can't get my head around the interchangeable tapered part though. It has some dings and marks on it made by an adjustable jaw pliers so it was used a lot. Some kind of propane tank filling apparatus?
