Some type of buckle?

Can anyone tell me what this is? Found it in a place that has some significant history but I don't believe it is all that old. It has features that resemble a buckle but I'm thinking it's something else. It is heavy for its size. Thanks for looking!

They can come in a few different shapes and sizes, yours looks late 1800's ish.
