My best guess is that it's a pot or pan lid. (Brass)...Also it has holes in it going all the way around it about an inch from the lip/end.

Thats speculative: I have seen an old bedwarmet whose top/lid looked very similar.

I think Cudamark nailed it. I looked up images of vintage inscense burners and though I couldn't find an exact match,..I do believe that a burner lid for inscense is what it is. I'm gonna mark as solved. Thank you everyone!
