Something strange in my neighborhood

There is one bank (don't have an account) in my town where EVERY time (once a month, its on rotation) I Ask for loose halves from the far left teller he always has 2 90% and 2 40%. If I go more than once a month or a different counter they arnt there and the other teller tells me I need an account. Something is going on and I want to find away to capitalize on it.
