Sprue plate? Sprue cutter? Markings on the bottom don't jive.

I found this at our town square, now a park, about 9 inches deep.

First look at the top makes me think sprue plate for a bullet mold, but there are markings on the bottom that would need to be flat to cut smooth.

I think it is part of an old clock .

Interesting graduated dial with the letters MADE around the edge 90° apart with what appears to be a lever . Not a sprue cutter.

Reminds me of the old Post office box doors we had as a kid. The dial is for the combination lock

Its all brass, so I am leaning towards the lock idea. The post office box door idea is interesting. I found it in the town square park right across from the post office.
