Square button? 13 stars and a woman’s bust!

Found this in a farm field today. It seems to be a button it has 13 stars around the womans bust. It just seems odd a square button?! Any ideas?

Looking at the wear on the loop I think it may have been attached to a chain. It may be half of a cloak clasp.
