Stamped City and State Memorial Penny?

I found this coin yesterday in a bank box. It is stamped Erie, PA. What is it? I haven't found one like this before. Thanks!!

I found one like that a long time ago. It's was a 1976 penny with a bell and something else. I forgot to get it and it went back into my Grandparents change..

As novelties, various tourist traps/shops sold them as souvenirs. There were even books that one could assemble sets of the 50 states in Lincoln memorial cents. A couple of months ago at a local auction house, there was a set of all 50 states in a framed wall hanging.
