state quarters and Obama inauguation below face value

I went to a sale and saw the state quarter set in a nice wood frame with glass and all 50 coins in it and under neath it there was a second set with the coins still in the bag they came in. and next to that was the Obama inaugeration set with the pic of Obama and Bidden and 3 one dollar coins. this adds up to $28.00 face value and when I asked the guy how much he said give me $5.00 each $15.00 for all of them. well I walked away from there with all of them in hand. by the way the spot that looks like the glas is broke, it's not it is the plastic covering peeling off.
