Depending on what kind of metal is is made of, it sure looks like a Victorian period spelter figurine head. Looks Spanish to me too, more so than a French musketeer. Spelter is an alloy of copper and zinc. We have two small 1890's figurines that look very similar to your guy! Happy Hunting, Subterranean
