My vote is natural but lets see what others say.
 

I'd say natural ... Was it found in a field ? Could be plow / disc that made the markings on it

The stone in the photo is not an axe(there is no bit or what would be used for chopping) It's not a hoe for the same reason and it's not a hammer because there is no signs of it striking anything. The line around it is were a softer matrix of stone that has worn away due to time, on the one view of the stone standing on it's edge you can see the other stone type when you magnify the photo. Also notice that is were the deepest wear is. JMO it is natural sorry.
 

Well I guess it's going in the driveway to fill some washout spots and pot holes lol
