Stone Tool or Just a Rock?

Hi! My son and I found this in a creek in Cumberland county, PA. I always keep my eyes open for rocks with notches in them as we have found a few net sinkers that way. I thought this was another net sinker (albeit pretty large) but the edges looks mildly worked to me. Appreciate any thoughts and input as to what it could be, if anything.

With those deliberate notches cut on each side it could quite possibly be a Hoe.

The symmetry is there for it to be one.
