Stone Wheel Carving - What is it?

Does anyone know what this is? I bought it from a second hand furniture shop. It looks Chinese made and may be soap stone or marble? I think it's modern and it looks fairly roughly cut.

It's fairly large and heavy (note the 12" rule placed at the bottom of the photo showing whole item).

I'd like to know what it symbolizes and some background if anyone knows (absolutely everyone asks what it is when they visit?)
