Strange early pewter button?

Gentlemen brought this button to show me and get some information on and it has me kind of confused.
It was found in western NY it's made of pewter and has a fantastic design on it. It's cast and has a button shank but measures 1.5" across and that's big for a button I would think. I have never found a dandy button that large. At first I thought it was a bridle Rosette but I have found several and never seen one with a button shank so I'm certain that it's a button but could be wrong.
To me it looks like it would date from the mid to late 18th century. Any info about this button would be great thanks for looking.
