Strange figurine found while digging horse shoes

Today while I was detecting the mountain behind my cabin I found what I believe is a pony shoe, then about 20yrds away, I dug up this little guy. Possibly a toy or figurine of sort? Not sure what he was once holding but it seems to have a helmet, coat and tie on. Possibly a jockey? No idea why it would be where I found it.

Great finds, congratulations. Your figure is a Manoil M170 Flag Bearer, (thin version) first introduced Nov-Dec 1945. Produced for only a limited time, they are more rare than most of that era.
