I dug this under a really old tree at a very old location. It looks as if the smaller hole has been worn thin like it was used for pulling something. Im thinking this was some type of hitch for pulling a cart or wagon but thats just a guess. I find a lot of horse related items at this spot. It was completely covered in rust before i used electrolysis on it. Any thoughts would be appreciated.

If it shows evidence of having been folded in the center originally (mid span) I would suspect a longspring from a foothold trap.
(Good steel for a knife blade if it was.)

Firemanphob is correct! It is off of a wagon and is called the "hammer strap."
