STRANGE LOOKING PADLOCK

DOES ANYONE HAVE ANY INFORMATION AS TO WHAT TYPE OF PADLOCK THIS IS? IT IS KIND OF WEIRD LOOKING. I FOUND IT IN AN OLD, PLOWED, FIELD THAT WAS A FAIRGROUNDS UNTIL 1910. IT APPEARS THAT A FRONT SWIVEL COVER IS MISSING.

I have pics of the keys that fit this somewhere in my books. Ive seen it called a railroad lock. This is not the same padlock but you get an idea of the chain that connects on the bottom. Key cover also missing.

It's called a brass lever lock .. at least it looks like it's brass .. but a lever lock anyhow.

Here are some pics from my books, while not an exact match. They are made by different manufacturers and date late 1800's. All I see is a number 3 on your shackle, look closely maybe something else..
