Strange silver peice,.....and nice suface find as well.

Found this morning at one of the local parks. First found the ring in the grass under a tree. About an hour later got a strong signal and found this silver ....(something) about 3 inches deep. Anyone know anything about it? What it is? Value? anything at all...

Don't know what it represents. The axes look like they belong to Neptune but the three chain loops creates confusion.

Does it have the letters FCB anywhere on it ?
 
The crossed axes looks like a fantasy piece to me, not a symbol of any organization. I've seen things like it at flea markets, and truck stops. It's really neat though, and definitely a keeper.
