I Don't Think tool Tag because of date
I Don't Think Dog Tax Because it dosn't say So.

Anyone Have An Idea.

Neat item. Maybe a baggage check (though probably not railroad) or property check tag.

It is a brass baggage tag for trains riders. Or most are brass anyways. Here is a couple other kinds, at the bottom on the left.
