tags?

Found these in northern vermont. Any guesses?
They read:
"U.V.M. 1928
EX. SERVICE
B. TESTED"
To the left is a serial number of sorts. I think they are made of tin.

A not-too-wild guess might suggest the University of Vermont.
The tags might be bird or animal leg taps.
You might try the Biology Dept. at UVM and ask.

I also found a buried horse shoe, maybe these are tags from morgan horses.
However this says UVM didn't own the farm until 1951.
