tax tokens?? why??

Here are two tokens I have had for years, haven't thought a lot about them till I found this site. one is from Mississippi and one from Alabama. When were these used and why?? the old quarter is there for size reference , comment on it also if you want.

BTW, another useful reference is U.S. State-Issued Sales Tax Tokens, along with its supplement, Sales Tax Tokens Prices, both by Jerry F. Schimmel. I think they're out of print now, but these handy little booklets are well worth the few bucks apiece that they usually cost when you can find them.
