Found this buried next to the Mississippi River on the bank. Not sure what it is though.

Cinch buckle? You mean for a belt?

It weighs a few pounds and is about a foot long. Initial thought it has something to do with docking boats

I found a couple of those on some old farm land, I thought it had something to do with Horses

You pound the spike portion into the wharf/dock, and tie your boat off to the ring.

It is worth 5 cents a pound at the scrap yard.

Please put something in your pictures to indicate the size of the object in question. I also thought the piece was much smaller.

To large for a cinch buckle, but looks like one. Like SodBuster said, probably for tying up a boat or rafting logs, although the log rafting ones I've seen are designed for easy removal, and I don't think your spike would pull out very easy.
cinch buckle.webpThese are cinch buckles, and are only about three inches across the center.

You probably found cinch buckles, which some people also call the girth. Here's how a cinch buckle is used.

cinch buckle1.webpIn the picture you can see the tongue of the buckle hanging down, and they tied the latigo with a knot at the top, but it gives you the idea how the buckle is used.

Cinch/girth buckle (a girth and cinch are the same thing). I see those daily at the barn I board my horse at.

Looks like something that's either hammered into the ground or a tree and then a boat gets tethered to it.
