My first thought was part of a music box, but I changed my mind, all the prongs are the same length. Puts me back to square one.

Are those battery terminals near the holes? Interesting to see if a AA matches the width.

They look like places to soder wire there is one on the end of the wide tine and two in the middle.
Nobody whant to take a stab at the other whatsit?

I think the second item is used to dislodge a fish hook from a snag.

On the first item: where was it found? If near a farm area I would think maybe a connector block for an electric fence... But without knowing if this would make sense for where it was found I didn't look for a match.

It was found on a beach in the bay.
