I can see the grey areas in my theory, but when you bomb a population center, e.g.; Oklahoma City, then you have committed an act of domestic terrorism. Even Ted Kazinsky (spelling) should be considered a terrorist by the tactics that he employed. The definition of a terrorist is in the tactics that they use. This latest bombing is then, by definition, an act of terrorism.
