Thought this Was A Stamper

This thing rang in at high conductivity on my Quattro.I at first thought it was a wax seal stamper , but realized the letters would have to be backwards for it to be a stamper..It has a fancy scrolling on it. I believe the letters are K and D...Heres some pics.

Its not broken, its the 2 holes on each side where the wire went throu. The wire went around the cloth bag & twisted together then sealed by the lead seal. It was a security & quality seal. Also identified where the item came from.
