Token help needed

Anyone have ideas on this token. It was found along a lakeshore where I also found a 1893 Indian Head, a 1892 Barber and a 1904 Barber so it has the potential to be of this age. Its a tad smaller than a nickle, made of copper or brass and has the same symbols on both sides.

What looks like arrows around the circle are actually little fishes, which makes me thing its some kind of religious token or medal. Any guesses?
