Token or Coin?

Hello from the snowy shores of Lake Ontario, NY. Brrrrrrrrr.

My wife got these at the restaurant where she works. A customer gave to her. Don't know what they are. They appear to be brass so that tells me token but we really don't know what they are Wonder what the VB on the crown stands for?

Any ideas? They are about the size of a quarter.
