Token With Counter-Type Stamp?

I know these tokens are a dime a dozen, but I've yet to see one with these specific stamps in it. Either a W or M and an O or a 0. As always, any input is greatly appreciated.

Tokens were counterstamped for a variety of reasons, most of which we will never understand. My guess, and it is only that, is that some business was too cheap to order their own tokens, so they counterstamped a bunch of generic tokens and the local understanding was that they were then good at that business.
