That's a shingling hatchet, used to split cedar shingles and tap in the nails.

They are still made today, If you cleaned it up, maybe there might be some distinguishing marks that could pin it down to a maker, then it might be able to be dated.

I reccomend electrolysis over muratic acid for that dark antique look.

I haven't set up a electrolysis yet I'm lucky enough to be able to figure out how to use the detector I'm by far no brain surgeon ! Lol I usually soak it in vinagar then use a brush I'm working on the electrolysis
