tombacs and pewter, seated and shield, Navy item ID help

I found these items this past Sunday while I was out detecting. As you can see by the items I have found in this location, I have found tombac's, pewter 1700's items, early 1830's 1 piece flat buttons, seated dimes and shield nickels. Two piece buttons from the late 1800's and of course 1900's items. The area has a lot of history and I have found english military buttons and american ones.

I am having trouble figuring out what the item with an anchor on it is. If this were a button, I would be confident it was Navy and military. However, I cannot identify what this item was used for. It looks like the two small tabs on the back side may have been spring loaded. The pin like object on the back is not threaded. It does not look broken off at the end either.

It is hard to tell from the picture, but on the back side of it there are two items imprinted on it. On the top part is what I would call a "sunrise" motif. There is a half circle with "rays" coming out the top. On the bottom of the half circle are oval designs along the bottom edge.

On the other half of the back is a word, I can make out "WEST" but nothing else.

Let me know what you all think what it is, military or not military, and what the function of the item was.
