Found this behind an old school in Cleveland. Any thoughts? Greatly appreciate any advice.
🔎 UNIDENTIFIED Too small to be a license plate.

Possibly a collar plate for a dog license. Some were made to go on a leather collar, rather than to hang from the buckle.

I agree with cuda. Motorcycle tags here in SC were about 6" long I've seen city issued bicycle tags the size of a playing card?
