Sort of looks like an old window opener. The kind of opener used to open windows that are up real high. I sort of forgot if it had one hook or two, the handle on the what I'm talking about is more like 10' long. Just a thought.

There is a tool that electric company workers carry in their trucks. They use them when they put a breaker or fuse back in that is inside a large distribution box so they can do it without having their face inside the box. These days they are probably made from fiberglass, but may have been made of wood originally.


Just a guess based on the two hook thingies.
