hmm i dont think so the thingy coming off the cross bar was round and about one quarter in. thick ???

yes it looks like an eye with a screw and a square nut on it. In the same area i found some old buttons and square nails. Now its a city park but maybe there was an old farm house there years ago :dontknow:
