Trinidad Fort Buckle

Please help me identify this antique buckle!

I found this on the island of Trinidad in the Carribean several years ago. I stumbled across it very close to one of the old forts located on the shore.

It appears to be a shoe buckle but I am not sure. I also do not know what the country of origin is ( for example it could be from a foreign soldier or civilian visiting the island or manning the fort).

Is is not magnetic. Assuming brass.
