Hard to tell, it looks pretty beat up. Better pictures of the back might help.

Post mint damage for sure. Looks like solder on the coin.
Would be my opinion. Why? People do all kinds of things to coins. I’ve used coppers cents as temporary spacers in electrical. Used dimes and nickels as washers. In a fix, you use what is at hand.

Time for more coffee.
