I could be wrong, but it might be what's known as a "battery insulator" They were used to isolate old batteries, like the ones used for telegraphs from the tables they sat on and keep the battery from being able to slowly drain.Or it could also be a lightning rod insulator.... I'll poke around a bit and see if I can find a match
