Twisted iron loop ID

I was gifted this object at a civil war convention today by an seller. He said he didn’t know what it was and that he didn’t have a price set for it. It caught my eye because of the twisting pattern. Does anyone know anything about this object? Or what it’s purpose was? A date maybe? Thanks!!

My guess would be a bracelet or possibly something hung around the neck with a rawhide lace tied in the two holes. Just a guess though.
