U.S. SOCTA? Metal, Beach, Florida

Ok. Got a mystery for you.
Found this on a west coast beach in FL.
Rarely hunted beach.
Seems to be aluminum.
Has a first name of someone and a partial account #.
Visibly it says US OCTA but I believe I can see the outline of an S and the spacing is right for another letter before the O.
Ideas?

To my knowledge, they were never issued in metal.
But companies used to advertise that they could make you a permanent card made of metal.
Not sure why anybody would want to do this today, but I guess back then, people weren't as worried about Internet fraud.

My mom had one of those. I still have it.

She had hers for as long as I can remember, back in the 70s for sure & maybe sooner.

I remember back in the 70's there was a guy at the local flea market that made metal social security cards. He had lots of blanks and a stamping machine made especially for them. I also remember back then seeing ads in the back of magazines that advertised the machine as a way to make money
