It's not that easy to buy them at the bank. You can only get them within a short time of them being released. Also there is often times a waitlist, so you may need to request this in advance. Unless of course, someone has dumped them at your particular bank then you can get them.
As for that particular ebay auction, yes it does look like that seller is going to profit somewhere between $1 and $2 after ebay/paypal/shipping fees.. Question is, do you want to be selling on ebay for a few dollars profit, or do you want to do something else with your time?
There are also cases where the seller loses money. If you are doing no reserve auctions, this is very possible. As an example, I had around $1500 in ebay gift cards earlier this year (long story). Well, I ended up buying several different lots of presidential dollars. One was 6 rolls ($150) which I paid maybe $.50 over face. Another was $250 worth that I payed $7 over face (silly me). And another was $180 (these were $20 rolls) that I paid $3 or $4 UNDER face.. I also bought $180 in clad half dollars for $1 UNDER face... All the sellers of these auctions, lost money big time (in some cases more than just dumping them in coinstar and paying their 9.8%). The moral of the story, is if you're doing no reserve auctions you could lose money. If you have a high starting price, the auctions may just sit there wasting a lot of your time..
The only presidential dollars that have value are William Henry Harrison in original mint wrappers.. They sell for around 10 times face, or $250 per roll..
