Ummmmmmmm... what is this?!

I found this in an old dump yesterday and I have no idea what it is. I think it is stainless and it looks like it would hang or clip on to something. If any one can help me with it would be very much appreciated.
I could not find any markings on it.

I am almost positive now that it is actually be silver plated copper.
